I made these a long time ago and use them occasionally. Thought I might as well share them.

There are three versions of the model: empty, filled with fluid, and tied off with fluid. The fluid is part of the model and does not have fluid simulation. The color is randomized, so each duplicate object will be different.

They use conventional cloth simulation for both the latex condom and the "fluid" inside. These work reasonably well with the physics parameters and shouldn't need too much tweaking; however, they do tend to float slightly above surfaces and I haven't found a comprehensive fix for this yet. There may also be some shadow issues in eevee.
