This is Jessie from Toy Story.
Diffeomorphic addon is REQUIRED (v1.5 preferably, because 1.6 seems buggy).
Select the rig and you will find an UI on the properties panel under Item tab with toggles for clothes.
P.S. If you need to scale the model, please do so by selecting the armature in object mode, do not use the root bone.
UPDATE v1.1: Updated for Blender 3+. Fixed certain diffeomorphic bugs due to Blender updates.
